1. นโยบายสภามหาวิทยาลัยราชภัฏเพชรบุรี
ตามพระราชบัญญัติมหาวิทยาลัยราชภัฏ พ.ศ. 2547 มาตรา 7 ให้มหาวิทยาลัยเป็นสถาบันอุดมศึกษาเพื่อการพัฒนาท้องถิ่นที่เสริมสร้างพลังปัญญาของแผ่นดิน ฟื้นฟูพลังการเรียนรู้ เชิดชูภูมิปัญญาของท้องถิ่น สร้างสรรค์ศิลปวิทยา เพื่อความเจริญก้าวหน้าอย่างมั่นคงและยั่งยืนของปวงชน มีส่วนร่วมในการจัดการ การบำรุงรักษา การใช้ประโยชน์จากทรัพยากรธรรมชาติและสิ่งแวดล้อมอย่างสมดุลและยั่งยืน โดยมีวัตถุประสงค์ให้การศึกษา ส่งเสริมวิชาการและวิชาชีพชั้นสูง ทำการสอน วิจัย ให้บริการทางวิชาการแก่สังคม ปรับปรุง ถ่ายทอด และพัฒนาเทคโนโลยี ทะนุบำรุงศิลปะและวัฒนธรรม ผลิตครูและส่งเสริมวิทยฐานะครู และดำเนินการให้เป็นไปตามภาระหน้าที่ตามมาตรา 8
อาศัยอำนาจตามความในมาตรา 18 (1) และ (2) แห่งพระราชบัญญัติมหาวิทยาลัยราชภัฏ พ.ศ. 2547 สภามหาวิทยาลัยราชภัฏเพชรบุรี ในคราวประชุมครั้งที่ 10/2563 เมื่อวันที่ 19 ตุลาคม พ.ศ. 2563 จึงกำหนดนโยบายและแนวทางการพัฒนามหาวิทยาลัย (พ.ศ. 2565 – 2569) สู่การเป็น “มหาวิทยาลัยราชภัฏเพื่อการพัฒนาท้องถิ่น” ดังนี้
นโยบาย
“เร่งรัดการขับเคลื่อนให้มหาวิทยาลัยราชภัฏเพชรบุรีดำเนินการตามภารกิจเพื่อบรรลุวัตถุประสงค์ตามที่กฎหมายบัญญัติ สอดรับกับยุทธศาสตร์ชาติ และสอดคล้องกับสภาพเศรษฐกิจ สังคมและเทคโนโลยีที่เปลี่ยนแปลง” โดยมุ่งเน้นในด้านต่าง ๆ ดังนี้
1. ด้านการผลิตบัณฑิต
ส่งเสริมและสนับสนุนการผลิตบัณฑิตให้มีอัตลักษณ์และสมรรถนะในศตวรรษที่ 21 มีสุขภาวะและคุณภาพตามมาตรฐานมหาวิทยาลัยและมาตรฐานวิชาชีพ โดยพัฒนาหลักสูตรแบบบูรณาการ เพิ่มโอกาสทางการศึกษาทุกช่วงวัย ที่สอดคล้องกับศักยภาพของพื้นที่และสอดรับกับยุทธศาสตร์ชาติ และทันต่อการเปลี่ยนแปลง
2. ด้านการวิจัยและพัฒนานวัตกรรม
ส่งเสริม สนับสนุนและสร้างเครือข่าย เพื่อเพิ่มขีดความสามารถของนักวิจัย สร้างผลงานวิจัยและนวัตกรรม โดยการบูรณาการศาสตร์ ให้ตอบสนองความต้องการของท้องถิ่น สอดรับกับยุทธศาสตร์ชาติและสอดคล้องกับสภาพเศรษฐกิจ สังคมที่เปลี่ยนแปลง และเกิดการใช้ประโยชน์เชิงพาณิชย์
3. ด้านการพัฒนาท้องถิ่น
ส่งเสริมและสนับสนุนการประสานเครือข่ายในการพัฒนาศักยภาพของท้องถิ่นให้เกิดความเข้มแข็งและยั่งยืน สอดคล้องกับสภาพเศรษฐกิจและสังคมที่เปลี่ยนแปลง และน้อมนำปรัชญาเศรษฐกิจพอเพียงสู่การปฏิบัติอย่างเป็นรูปธรรม
4. ด้านการพัฒนาครูและบุคลากรทางการศึกษา
ส่งเสริมและสนับสนุนการผลิตและพัฒนาครู ตลอดจนบุคลากรทางการศึกษา ให้มีสมรรถนะตามมาตรฐานและจรรยาบรรณในวิชาชีพครู สอดคล้องกับการเปลี่ยนแปลงและความต้องการในทศวรรษหน้า
5. ด้านการทะนุบำรุงศิลปะและวัฒนธรรม
ส่งเสริมศิลปะ วัฒนธรรม และความเป็นไทย สร้างเครือข่ายและบูรณาการ การสร้างองค์ความรู้ แหล่งเรียนรู้ เพื่ออนุรักษ์ สืบสาน สร้างโอกาสและมูลค่าเพิ่มสู่เศรษฐกิจสร้างสรรค์ และการเผยแพร่สู่สากล
6. ด้านการอนุรักษ์สิ่งแวดล้อมและทรัพยากรธรรมชาติ
ส่งเสริมและสนับสนุนการบริหารจัดการ และใช้ประโยชน์จากทรัพยากรธรรมชาติและสิ่งแวดล้อมอย่างสมดุลและยั่งยืน
7. ด้านการบริหารจัดการ
พัฒนาคุณภาพการบริหารจัดการโดยยึดหลักธรรมาภิบาล และใช้เกณฑ์คุณภาพการศึกษาสู่ องค์กรแห่งการเรียนรู้ที่มีคุณภาพตามมาตรฐานสากล เหมาะสมกับสังคมวิถีใหม่ (New Normal) ยืดหยุ่น (Resilience) และพร้อมนำการเปลี่ยนแปลง
1. University Council Policy
According to the Rajabhat University Act, BE 2547, Section 7, the university is a higher education institution for local development that enhances the intellectual power of the land, restores learning power, honors local wisdom, and creates arts and sciences for the stable and sustainable progress of the people. Participation in the management, maintenance, utilization of natural resources and the environment in a balanced and sustainable manner. The objectives are to provide education, to promote academic and high-professional teaching, research, provide academic services to society, improve, transfer and develop technology, uphold arts and culture, produce teachers, and promote teachers’ promotion and carry out their duties accordingly, Section 8.
By virtue of Section 18 (1) and (2) of the Rajabhat University Act B.E. 2547, the Phetchaburi Rajabhat University Council, at its meeting no. 10/2020 on October 19, 2020, has established policies and guidelines of developing the University (2022 – 2026) to become “Rajabhat University for Local Development” as follows:
Policy
“Accelerate the drive for Phetchaburi Rajabhat University to carry out its missions to achieve the objectives as provided by law, in line with the national strategy and in line with the changing economic, social and technological conditions.” by focusing on the following areas:
1. Graduate production
Promote and support the production of graduates with identity and competence in the 21st century with health and quality according to university standards and professional standards by developing an integrated curriculum. To increase educational opportunities for all ages in accordance with the potential of the area and in line with the national strategy and keeping pace with changes.
2. Research and Innovation Development
Promote, support and build networks to enhance the capacity of researchers, create research outputs and innovations by integrating science to meet local needs and in line with national strategies and in accordance with the changing socio-economic conditions to achieve commercial use.
3. Local development
Promote and support the coordination of networks in the development of local capacity to be strong and sustainable in accordance with changing economic and social conditions and bring the Sufficiency Economy Philosophy into concrete practice.
4. Development of teachers and educational personnel
ส่งเสริมและสนับสนุนการผลิตและพัฒนาครู ตลอดจนบุคลากรทางการศึกษา ให้มีสมรรถนะตามมาตรฐานและจรรยาบรรณในวิชาชีพครู สอดคล้องกับการเปลี่ยนแปลงและความต้องการในทศวรรษหน้า
5. Conservation of arts and culture
Promoting arts, culture and Thainess, creating networks and integrating knowledge creation, learning resources for conservation, continuation, creating opportunities and adding value to the creative economy and international dissemination.
6. Conservation of the environment and natural resources
Promote and support the management and use of natural resources and the environment in a balanced and sustainable manner.
7. Management
Improve management quality based on good governance principles and use educational quality criteria to become a learning organization with quality standards of international standards that are suitable for a new normal society, resilience and ready to change.
2. แผนยุทธศาสตร์มหาวิทยาลัย ระยะ 20 ปี
แผนยุทธศาสตร์มหาวิทยาลัยราชภัฏเพชรบุรี ระยะ 20 ปี (พ.ศ. 2560 – 2579) มหาวิทยาลัยราชภัฏเพชรบุรี ฉบับนี้ ได้รับความเห็นชอบจากสภามหาวิทยาลัย ในการประชุมครั้งที่ 11/2561 วันที่ 19 พฤศจิกายน พ.ศ. 2561 โดยมีวัตถุประสงค์เพื่อกำหนดทิศทางการพัฒนามหาวิทยาลัยไปสู่การเป็นมหาวิทยาลัยที่บูรณาการศาสตร์พระราชาเพื่อพัฒนาให้เป็นมหาวิทยาลัยชั้นนำ ที่ประยุกต์องค์ความรู้สู่นวัตกรรมในการพัฒนาท้องถิ่น เน้นการผลิตบัณฑิตและพัฒนาสังคมให้สอดคล้องกับเป้าหมายการพัฒนาการศึกษาของชาติ ปรับปรุงวิธีการดำเนินงานให้ทันต่อสถานการณ์ที่เปลี่ยนแปลง โดยบูรณาการศาสตร์พระราชาในการสร้างความมั่นคงของมหาวิทยาลัยและสังคม ให้ปฏิบัติพันธกิจการเป็นมหาวิทยาลัย กลุ่ม ข (2) ที่มุ่งเน้นการผลิตบัณฑิตระดับปริญญาตรีและพัฒนาสังคม และร่วมกันดำเนินการอย่างสอดคล้องเป็นไปในทิศทางเดียวกัน และกำหนดแนวทางการพัฒนามหาวิทยาลัย ในด้านวิชาชีพครู การท่องเที่ยว อาหารและเทคโนโลยี`

2. The 20-year university strategic plan
Phetchaburi Rajabhat University Strategic Plan 20 Years (2017 – 2036) was approved by the University Council at the meeting No. 11/2018 on November 19, 2018 with the objective to determine the direction of the university’s development to become a university that integrates the King’s science to develop into a leading university that applies knowledge to innovation in local development. Emphasis on producing graduates and developing society in accordance with the goals of national education development, improving operational methods to keep up with changing situations, by integrating the King’s science in building the stability of the university and society according to the university mission Group B (2).
A university that focuses on producing bachelor’s degree graduates and social development and jointly operates in the same direction and sets guidelines for university development in the fields of teaching professions, tourism, food and technology.
Vision : “Integrating the King’s science to develop into a leading university that applies knowledge to innovation in local development by 2036.”
